In undertaking this project work, the researcher has made several effort to lay his hand on any related work done by any individual in Auchi polytechnic, Auchi Edo state.

DEFINITION OF EDUCATION
Education can be defined as the act or process of imparting or acquiring general knowledge, developing the powers of reasoning and judgment, and generally of preparing oneself or others intellectually for mature life(dictionary.reference.com).
Hence, the research is based on what led to the fall in standard of education in our educational institutions and this literature review and statistics analysis on the cause of fall in educational standard is to have wide knowledge and understand the importance of education to the society.
Education is a process which the society established to assist the young to understand the heritage of the past to participate productively in the present and to contribute in the future. For an individual to live the fullest of life, he or she must be capable of gaining knowledge that will help him or her obtain any meaningful technologically, society or otherwise(Osoky1987p1).
CONCEPT OF EDUCATION POLICY
Educational policy refers to the collection of laws and rules that governs the operation of education system. Education occurs in many forms for many purposes. Examples include early childhood education, kindergarten through to 12th grade, two and four year colleges or universities, graduate and professional education, adult education and job training. Therefore, education policy can directly affect the education of people at all ages.
Education policy analysis is the scholarly study of education policy. It seeks to answer questions about the purpose of education, the objectives (societal and personal) that it is designed to attain, the methods for attaining them and the tools for measuring their success or failure. Research intended to inform education policy is carried out in a wide variety of institutions and in many academic disciplines. Important researchers are affiliated with departments of psychology, economics and statistics, sociology, and human development(The lyndon B. johnson department of educational building).
